Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. has rebuked California over its sex education curriculum, which includes teaching children as young as 10 about sex toys and role-playing.
In a letter sent to California, HHS warned their health agency that its instructional materials were not “age-appropriate” or “medically accurate” and demanded an immediate review of all sex education content before it is taught in schools. The federal agency stated it would “not tolerate” the use of taxpayer-funded programs that violate its guidelines, citing concerns over explicit content being presented to minors.
The disputed materials, part of California’s Power Through Choices program, one of four state-approved sex education models, instruct teachers to discuss “sexual aids (commonly called ‘sex toys’ by youth)” and encourage role-playing scenarios that explore “the spectrum of sexual decision-making.” (Related: Grooming? Additionally, the teaching materials directed educators to use gender-neutral pronouns (they/them/theirs) and inclusive language to accommodate diverse identities, including transgender students. One resource states: “Transgender is when a person’s inner feelings about gender don’t match the body.”
HHS officials argue that such topics are inappropriate for young students and clash with federal requirements under the Personal Responsibility Education Program (PREP), which funds sex education in 44 states to reduce teen pregnancies and promote sexual health.
The letter, sent by Andrew Gradison, Acting Assistant Secretary of the Administration for Children and Families, gives California until April 1, 2025, to submit all sex education materials for federal review.
“All grant recipients of federally funded PREP money are expected to comply with all statutory requirements of PREP, including ensuring the programs are medically accurate and complete and the program provides age-appropriate information and activities,” Gradison said in a separate statement. “As part of our radical transparency efforts, I will ensure the curriculum students are taught is age-appropriate and medically accurate.”
PREP, operated by HHS’ Administration for Children and Families, is intended to provide “an evidence-based adult preparation curriculum to youth between the ages of 12 to 21 who are in foster care, group homes, independent living, juvenile justice or alternative schools.”
In line with this, California’s online program is designed to educate children between the ages of 10 and 19, as well as pregnant and parenting youth up to the age of 21.
Under state requirements, students must receive sex education once in middle school and once in high school, with local school districts responsible for selecting the curriculum, textbooks and worksheets used in these lessons. Parents also have the option to withdraw their children from the instruction if they choose.
Schools participating in the PREP in California can also select from four different teaching models for sex education, one of which is the Power Through Choices model. This particular approach includes references to sex toys and incorporates role-playing activities as part of its curriculum.
However, this program, which is supposed to provide an evidence-based approach, have gone too far with the leftist ideology.
